What rights needed to ADD RMS USER for VPN Hub?

I’ve got this error message when I try to edit VPN HUB configuration: I will ADD my RMS USER but I see THIS:

I guess I have to look at the rights of my user account - or?

The default roles that include the necessary permissions for RMS user creation are the End Client and Administrator roles. The required permissions are shown in the image below.
