In the following link, the maximum Modbus database size is 1.2MB. However, this is dependant on the service, is noted, but may I know if RUT240/241 has the 1.2MB for the purpose, or which device has the max size?

Both RUT240 and RUT241 has same database size limit (1.2MB) since they were all based on the same RutOS firmware.
As mentioned, it is configured like that to ensure that the device will not run out of memory for other processes.
