We have an RUT956 setup on the RMS Manage section which went offline some weeks ago (SIM issue).
If I try to turn monitoring on in the RMS it says there is no credit - but in fact there are plenty of credits available.

Once device is offline and monitoring period expires, auto monitoring service of RMS will be disabled. If device is up again, you have to enable service by selecting the device and go to Manage Service. Then, enable Service to assign a credit to that device.
Access device WebUI, then go to Service → Cloud Solution → RMS. Sometimes you need to click on Reconnect to establish connectivity.

Although the Teltonika RMS - Device - Manage Services popup display says that I have 29 credits remaining, if I toggle the service to ‘On’ then confirm that I want to turn the service on for the selected device, a message is briefly displayed saying there is no available credit - the service then displays ‘Off’ again.
I don’t understand your last point - if I cannot enable the RMS service, how can I connect to the Device WebUI (the device is onsite not connected to a LAN in my office).
