I have several RUT240/241’s in service. I want them to not respond to pings from the wan. I keep turning it off (I think) and saving and applying, but they still respond to pings afterward.

Yes, the wan interface has a public ip address.
There is no other firewall between the RUT and the Internet?

Could you please clarify whether you are attempting to ping the WAN IP address from within your LAN network or from an external network?
Additionally, please check whether the Input option is set to Reject for the WAN zone. You can verify this by navigating to Network → Firewall → Zones , as shown below.
