TSW010 switch sometimes does not work after a power interruption

We would like to use the TSW010 switch to expand the number of LAN ports of the RUT956 router. Powered by 24Vdc via terminals. The router is connected to the switch to port 5 as the starter guide states. After power is restored, when the power to the switch is interrupted for about 3s (router is continuously powered) the power LED of the switch is lit, but there is no ethernet communication, even the LED of some ethernet ports of the switch is not lit, even though there is an active ethernet device connected to the port. We have tried several TSW010 switches. We also tried the switch standalone without the router. This issue occurs about one out of five power interruptions.
Has anyone similar experience with a TSW010 switch freezing up like this after a power interruption? Is it common?
According to the startup guide, why is it necessary to connect the parent Ethernet device to port 5? What a strange requirement.

We had planned to buy thousands of these switches in the future, but after testing we see that they are not working properly. Low price but low quality. Dozens of switches already purchased we will claim refund through distributors.
