Having ordered some of the four pin plugs for the Teltonika modems I don’t have the correct crimping tool for such small terminals can anyone recommend the correct tool.

For the 4-pin plug with contact terminals, there are several compatible crimping tools available on the market. While I can’t recommend a specific model, any tool compatible with 26 AWG wires and 3 mm pitch connectors should work.
Alternatively, a power cable with a 4-way screw terminal (POWER CABLE WITH 4-WAY SCREW TERMINAL) could be used instead, which doesn’t require a crimping tool and can simplify installation.
