Signal level, Failed to get request

Hi all!

I have RUT955 with firmware version RUT9_R_00.07.06.16.
I scan the Modbus register of the Modbus router, which shows the signal level.
but I don’t get an answer for every request.
I tried to get signal level from CLI and also I don’t get an answer for every my command:

After this I tried two more routers RUT955 RUT9_R_00.07.06.16 - the same behavior!
Then I tried RUT906 07.10.2 and I didn`t get error: “Failed to get request. ERR: Failed to parse response”

What can this mean?
