Other RUTM54 units deployed in the same geographic area successfully register on the intended operator using identical eSIM types and identical APN configurations. The issue appears isolated to this specific unit’s configuration not being applied at the modem level.

- Is there a known condition under which Manual Operator Selection is overridden by the modem firmware?
- Is there a known condition under which band lock settings are not enforced?
