I have a RUM50 with an IPsec full tunnel connected and working as a backup internet solution. I have several subnets traversing that one tunnel. This tunnel is always up and running and my router decides where to send traffic. If my primary internet is up, traffic doesn’t touch the Teltonika. If my primary goes down, traffic is then routed through the Teltonika and the IPsec connection I have established.
This is where the issue occurs. If there is no load on the IPsec tunnel (ie the primary internet is up and running), there is no packet loss on that cellular connection. I can run a continuous ping to the cellular interface’s IP address and not a single packet will be dropped. However, if my primary internet goes down, and traffic begins to be routed through that IPsec tunnel, that same ping will drop packets every 20-50 seconds. It will remain down for about 15 seconds, come up for 20-50 seconds and go down again in a never ending cycle. As soon as the load is removed from the IPsec tunnel (ie traffic is routed back through my primary internet), the cellular connection return to zero packet loss. It is very repeatable.

I have a similar problem with a RUT956: Connected ok to RMS. If I request web admin interface, the login page loads, but not long after, it seems like the connection overloads and disconnects. The connection is restored about 1 minute later. The connection status lights are steady. Firmware v. was 7.18.3, tried updating to 7.20, same result. Tried setting up remote connection: got message “Public key generation timeout”. trying again got me to login scren, but got “connection is expired / invalid” and other times “connection is not active anymore”. I would also like to have a channel to communicate the connection information securely.
I have found there were two WAN interfaces set to enabed and “fighting” for the same SIM card. Once I deactivated one of the two, the connection became stable.
