RUT956 does not connect to internet via M2M Sim Card

I have two RUT956 router and each router has one M2M data sim card with staitc IP . I can connect to internet via first router . But When I use second router I can’t connect. When I exchange the Sim cards result is same. first one is connecting second one is not. I can connect to internet with first router either using LAN port or Wireless. But second router does not connect in awy. First router has older firmware 07.04.05. Second one has newest version 07.11.3. Despite it has new version it does not connect. Even it has strong signals it says not internet. I can ping the Ip number of sim cards. APN settings are same. I made accept everything in firewall settings but result is same so can any one help me to solve the problem please. Thanks in advance

In topologies section when I scan device in WAN it shows No Devices found message you can see in the picture
