RUT955 cannot connect to mobile network (PH-NETSUB PIN)

Hi! We are using the following device/fw:

RUT-955 (Japan certificated version)
RUT9_R_00.07.06.19_WEBUI.bin

We tried to set up RUT955 in Japan with a local Rakuten data only SIM card. The card works in a mobile phone and also in another (EC version) RUT955.

We checked all settings and by using the modem console the problem seems to be this:

Request: AT+CPIN?
Response: CPIN PH-NETSUB PIN

Since the same basic settings (APN) on a different hardware worked we are suspecting a HW issue.

Can someone maybe point out what could be the problem or what else we can do to further debug it?
