Rut951 - switch connection

I have a question about connecting a RUT951 router to switch using the following configuration (camera-PoE switch -RUT951). My question is, can I connect a 16 Ports PoE with 16 cameras? or the limit is 4 port as it’s been described in manual? * Camera access from smartphone.
