which commands can be used to check and modify the LAN ports speed and auto negotiation configurations?
I have try ethtool but it seems like it is not doing anything.
which file keeps the configuration, is it accessible?

Configuring port speeds on RUT950/955 is not possible due to hardware limitations, at least not for LAN ports as WAN port uses separate hardware.
The command “ethtool -s eth1 speed10/100” can be used to modify WAN port speed. Additionally, the WAN port can be configured as a LAN port.
