Please ensure that SIM2 is enabled as the Default SIM in Network → Mobile → General → SIM2.
If SIM2 is already set as the default SIM, kindly share a screenshot of the configurations from SIM2 page. Additionally, please provide a screenshot of the Status → Network → Mobile page.

I mean S1 & S2 refer to sim 1 and sim2 but what do refer a1 and b1?
Also can you confirm that router rut901 doesn’t manage 2 sims at the same moment but only as failover?

Answering your question regarding mob1s1a1 and mob1s2a1, you are correct. The number 1 refers to SIM1, and number 2 refers to SIM2.
Regarding using both SIM cards at the same time, the RUT901 does not have this functionality because it only has one modem (so only one SIM can be used at a time). As you mentioned, you can use failover or configure SIM switch. For more details on SIM switch, please refer to this guide: SIM Switch.
If you are looking for devices with 2 modems that can use 2 SIM cards simultaneously, you can consider the RUTX12 (link) or RUTM52 (link).
