RUT241 max no. of forwarding ports?

Hello,
I set up a public network with 5 PLCs. I have set up port forwarding. I am able to communicate with 3 PLCs but not with the other two. They are all set up the same. Where do I look for the cause? The CPU load is sometimes as high as 95%.
