how to setup sending SMS when input D1 change state from high to low or high to low .

You can achieve this using the Event Juggler. Based on my understanding, you want an SMS message to be sent only when the state changes from High to Low.
To configure this, navigate to Services → Event Juggler and click Add.
Set up the Event Data Configuration as shown in the image below.
Click Next, then configure the Action as shown in the following image. You can adjust the delay, retry count, timeout, and message text according to your requirements.
Next, scroll down and add a condition as shown in the image below.
Finally, click Save & Apply and Finish to complete the setup.
