I have tried entering the server’s public IP address, something like 178.x.x.x, and the address 10.8.0.2/24. I have swapped them around, but I still haven’t been able to establish a connection.

If not, regarding your question, in the Remote host/IP address field of the OpenVPN client configuration, you should indeed enter the hostname or public IP address of your VPN server (which, as I understand, you have already tried).
Additionally, could you please confirm/check the following:
Whether the client certificates and keys were uploaded properly through the VPN client configuration window on the RUT241.
If possible, could you also provide the OpenVPN logs from the client side (RUT241) and, if accessible, from the server side as well?
What are the LAN IP addresses of both your server and RUT241 client?
