RUT240 all leds are constantly on when power on the router

Regarding the issue you are experiencing, I recommend trying the following recovery options:

Regarding your firmware, it appears to be an older Legacy version. It is always recommended to keep your firmware up to date.

To update:

  • First, upgrade your device from 01.11.3 Legacy firmware to the latest available 1.14.7 Legacy firmware. You can download it here: Legacy Firmware Downloads.
