RUT x12 DHCP (Relay) Trouble

I am doing some testing as I am trying to setup a new network with a windows DHCP server.
However, I am running into some strange problems.

My goal is to have DHCP server on a management network, and relay IP-addresses to 20 different subnets via the router.

Currently I have 3 vlan, lets call them MGMT,NET1,NET2

MGMT = 10.10.10.1/24
NET1 = 10.10.100.1/23
NET2 = 10.10.200.1/23

lets forcus on MGMT and NET1 first.

I have configured Vlans for MGMT(10) and NET1(100)
I have configured an interface for them where MGMT has DHCP disabled and NET1 has DHCP relay enabled with the windows DHCP server address entered (10.10.10.10)
the physical port from the router to the switch (LAN1) have MGMT untagged, and NET1 tagged (NET2 also tagged).

When I then add clients in the 10.10.100.0 network they all show up and stay in the windows DHCP server (10.10.10.10). I can add clients all upto 10.10.101.254. and it works as intended.

I can ping the interfaces (10.10.10.1, 10.10.100.1) and the DHCP server (10.10.10.10) from my DHCP address ex (10.10.100.97).

However, when I add interface and VLAN NET2 this all changes.

When I add NET2 the IPs dissapear from the windows DHCP server, and start showing up in the Teltonika DHCP leases. I also get DNS name from Teltonika, and cant ping the Windows DHCP server anymore, even tho the ip provided is correct relatively to the scope.

Can anyone point me in any direction of what I am doing wrong?

It looks like the only way to make it work again is to remove NET2, set DHCP to disabled in NET1 interface, and put it back to relay again.

I have tested some more, and figured out what happens, but not how to fix it…

The client gets DHCP and DNS configuration from the Teltonika router, even though DHCP is disabled and set to relay agent. This only happens on networks that are in different scopes than the DHCP-server, and only clients in those scopes are affected.
