RUT 955 WAN Not getting IP address

one of my RUT no longer gets the IP address when I connect a WAN connection
it shows that the Status is Down but I can see some traffic in TX and RX

I am using Firmware RUT9_R_00.07.06.6 i have also reset the modem a few times but the same issue i changed a LAN port to a WAN port but the same result no IP address

LAN: 192.168.123.0/24

WAN (DHCP) 10.10.10.0/24
