RMS administration mail invite never receive recipients

From RMS Administration Page we are inviting user to join, but the email invitations never reach the recipient.
We have checked our spam folders, anti-spam devices, external firewalls and we are not blocking e-mails.

Our email-sending service is currently functioning properly. Please double-check the email address for accuracy or try sending it to your alternate email address to ensure it’s not an issue with the recipient’s details.

Also, could you clarify the user privileges of the connected user who is inviting other users?
