It seems like the router is not detecting the SIM card at all:
Could you please try putting the card into SIM 2 slot, then navigate to Network → Mobile → General and set SIM2 as the default SIM:
Let me know if there is any difference using the second SIM slot, you can check if the router detects the SIM in Status → Network → Mobile page.
Additionally, could you please clarify what the current modem firmware version on your device is? You can find it under Status → System → Internal modem

Thank you for popping in, I have attached the requested info.
I also tried the SIM2 method but was still seeing about 1.2mb connection, and it dropping out and back in again.
