After resetting the router to factory settings via SSH
(it is impossible to restore the command history)
Linux: the router stopped assigning IP DHCP is set automatically
manual assignment of gateway 192.168.1.1 and subnet mask 24 does not give a result.
Windows: IP 169.254.98.153 and subnet mask 255.255.0.0 are assigned
no way to restore via TFTP - connection is not established.
The admin user interface is also not available.

Need some more information regarding the situation - when plugging the RJ45 cable into the LAN port, are any lights visible on the port itself? If so, are they blinking or stationary?

When the device is up and running, if you were to take your phone and scan your available Wi-Fi networks, are you able to find the Wi-Fi network for the RUTX14? If so, can you connect to it and try reaching the device that way?

Since the device is not reachable, there are not many things that we can troubleshoot here. Instead, my suggestion would be to follow the Bootloader menu process to hard reset your device. This will potentially restore functionality to it and will grant you access back to the configuration window (WebUI): Bootloader menu - Teltonika Networks Wiki

Regarding the LAN port question I had previously, I feel like you didn’t really give me an answer, whether there are lights and whether they blink or stay stationary when a cable is plugged in.

Hi! Regarding the LAN port, when connecting the cable, the green indicator blinks at different intervals when connecting a laptop with Windows or ArchLinux. When connecting a laptop with Linux Mint, only the yellow indicator above the port blinks.

When loading the Bootloader menu, should the indicators blink all at once or one after another?

They should all blink at once, rapidly.

As per the instructions, once the above condition is met, you should be able to access 192.168.1.1/index.html and upload the firmware file of the device to then do the procedure.
