Mobile EMM reject cause: PLMN not allowed

Getting this error here after updating the modem FW on an RUTX11. Can anyone provide some insight here?

I am on RUTX_R_00.07.07.1 and the modem FW is EG06ELAR04A07M4G

Think I figured it out. The unit I was testing is an international unit, so I suspect the modem is not compatible with NA sim cards.
