we are considering a remote application where IEC 60870-5-101 and -104 are essential (along with Modbus RTU and TCP).
Therefore, I am looking for a modem (Cat1, Cat4, CatM/NB) that supports IEC 60870-5-101 and -104.
Is there a module that supports these protocols?
If so, which module would be recommended?
If not, is there a way to add such functionality (SDK) and perhaps there is already a sample application that one could use as a starting point?

It seems like you are looking for a gateway device to convert those protcols, like from -104 to Modbus RTU.
Unfortunately, while some Teltonika Networks devices support Modbus RTU/TCP, none of the devices support IEC 60870-5-101 and -104.
If this is absolutely necessary, there are two approaches:
Investigate the possibility of implementing this functionality yourself using our SDK here. Additionally, there is an open-source library for IEC 60870-5-101/104 protocol here. However, please note that this type of development falls outside the scope of our technical support, and you will need to handle the investigation and implementation independently.
