I have my RUTX11 configured with the primary interface being the Ethernet WAN port and the cellular modem being used only as a backup.
Status / Routes / Static shows wan with a metric of 1 and mob1s1a1 with a metric of 2. Yet every hour, with no user traffic passing through the device, the RUTX11 is sending about 450KB of data to the cellular network and receiving 1.28MB of data from the cellular network. That seems excessive for simply doing a ping to make sure the network is reachable.

Could you please clarify which firmware version is currently running on the device?
In Network → Failover → MultiWAN → Interface (mob1s1a1), have you modified any settings, or are they all still set to their defaults?
For instance, if you are using the
Wget method, it may consume significantly more data, than the
Ping
At this stage, it’s difficult to determine the exact cause of the data usage. You would need to capture and analyze the incoming and outgoing traffic on the mobile interface. To do this, navigate to:
System → Maintenance → Troubleshoot → TCP Dump and configure the capture as shown in the screenshot.
After running the capture for some time, you’ll be able to download the .pcap file and analyze the packets (you can use Wireshark for this). This will allow you to review all traffic activity.

A reply to another post of mine said that IPv6 is being preferred over IPv4, and since I only have IPv6 on the mobile interface (since disabled), all IPv6 traffic originated by the RUTX11 (no WiFi clients, nothing plugged into the LAN ports, so it has to be the device itself) was going out over the mobile network.
A tcpdump -i qmimux0 -s 1500 -vv -X showed that all the traffic was IPv6, and seems to be repeated https:// requests to opkg.teltonika-networks.com. every few minutes.
That doesn’t seem normal, but at least now it’s going via IPv4 on my unmetered WAN interface.

Do I understand correctly that the suggestion here: RUTX11 speedtest "Cannot retrieve server list" and can't test Mobile, only WAN - #7 by abcd has fixed the issues?

Yes, but I’m still wondering why it is generating so many/frequent requests to opkg.teltonika-networks.com. It certainly doesn’t need to check for updates every few minutes. Do I have a timer mis-configured somewhere?
Remember, this was megabytes of mobile data which is now going out my WAN interface
