Idle data consumption RMS vs not RMS

In connection with the question 10Kb per hour received and 18Kb per hour transmitted while idle

Is there a difference in idle data usage if we have RMS status active or not?

If monitoring is turned on in RMS it does use data even when the device is idle, you can see the estimated monthly data usage when you are editing the monitoring template

Select the device, click Actions → Management → Manage monitoring templates
Here you can see the estimated monthly usage based on your monitoring selections

If monitoring is completely turned off, but the device is connected to RMS, it sends keep-alive pings to the device, which uses around 0.4MB per day (16.41 KB Hourly).
