I don’t understand why we’re losing twice as much data as we transferred. After transferring data, the data usage graph shows 923 MB of data sent and 65 MB of data received.
However, the data lost on our package has decreased from 146.45 GB to 144.9 GB.
How can we better manage this?

As I assume you’re referring to data transfers between VPN clients, this type of behavior is actually expected and typical. When sending data over a VPN, packets first travel from the client device to the VPN hub/server and then from the hub to the destination client. This causes the data to be counted twice — once for the upload to the hub, and once for the subsequent download from the hub to the target device.
For example, if you send a 500 MB file, the total mobile data consumption on your SIM card would be around 1000 MB — 500 MB for the upload leg to the VPN hub, and 500 MB for the onward leg to the remote client.
