Hi there,
Can you advise firstly whether you are able to establish a successfull connection to your operator. If you go to WEBUI Status → Mobile you can see whether you are connected to the operator, whether you get an IP address. By scrolling down, you will see whether your device connects to any mobile bands, and signal strength.
I would also recommend seeing if all of the antennas are correctly screwed on the device. Please clarify whether you use Teltonika original antennas, or third party? Also, I would want you to put the device in the most optimal conditions, at least for testing purposes. Minimal physical, and network band obstructions. Clear space.
Please also try to band-lock the device. Check which band the device connects to the easiest, and in WEBUI Network → Mobile → Connection change the band to manually connect to your preffered one. More info : Band Lock - Teltonika Networks Wiki
I would also like for you to change your APN from auto, to custom. I would either need to know what mobile provider you use, or you can simply find out, what apn your mobile provider uses, and manually type it in in WEBUI. Instructions : Auto APN - Teltonika Networks Wiki
Please also try to perform a bootloader reset on the device. This unique feature allows you to perform firmware update and reflash the device, which can potentially resolve the issue. Instructions on how to do so : RUTX14 Device Recovery Options - Teltonika Networks Wiki

Please advise if after going through the information above, you are still unable to achieve your desired result. Are you able to achieve same speeds and connection in a phone, or another router?
