Just wanted to say I managed to get it working just fine on a RUTC50 router - by installing cloudflared manually. It may work for you, if you have a router that runs on the ARM architecture (note: RUT241 seems to run MIPS). I have written about it here: How to Access a Teltonika Router Behind CGN with Cloudflare Tunnel | Constant Solutions - perhaps you could use it as inspiration.
