Even i make factory reset to the router with reset button for minimum 15 seconds until the 5 lights are green, it cannot ping. What should i do?PLESE HELP ME IT IS FOR MY JOB

2.Have you tested the ethernet cable with another device? Is it possible to try using a different cable to check the connection?
3.Is your PC receiving an IP address from the router?

If you’ve tried all these steps and the issue persists, please consider performing a router reset via the bootloader. Instructions can be found here: RUT241 Device Recovery Options - Teltonika Networks Wiki
Since reinstalling the firmware via the bootloader is usually our last resort option if that doesn’t work, this could indicate a hardware issue, possibly with the device flash memory, and you should contact the seller/your supplier directly to discuss repair or replacement options.

I put bootloader mode but i dont want to upgrade the firmware. I just want to access webui and backup configuration
Can you connect a device to the RUT241 either via an ethernet cable or wirelessly?
Can you access the internet via the RUT241?
What’s the ip address of the connected device? Is it 192.168.1.X or something completely different and unexpected!!??
