We are an Italian company using your RUT241 Industrial Cellular Router within our systems.
At the moment, we are in the process of obtaining a Certificate of Origin from the Italian Chamber of Commerce in order to export our systems overseas.
We already hold a production statement from you, however the Chamber of Commerce has requested an additional declaration. Specifically, they require a statement confirming that the RUT241 undergoes a “last substantial transformation” in Lithuania, in accordance with EU rules on preferential and non-preferential origin.
As they explained, simple assembly is not sufficient to confer origin, but substantial processing or transformation that creates a new product and affects the nature and value of the final goods does confer origin. Therefore, they request a formal declaration from you confirming that the manufacturing and transformation activities carried out in Lithuania are sufficient to attribute the origin of the RUT241 to Lithuania.
Could you kindly provide us with such a signed and stamped declaration on your company letterhead? This will allow us to finalize the issuance of the Certificate of Origin.

I do not wish to engage in any dispute, but this is a high-value order that cannot proceed until this certificate is provided. Specifically, all we need is a declaration of origin indicating the country where the item is produced.
