Central SCADA Location Connectivity

We intend to collect data from Different sites using Teltonika Router of Dual SIM (using Modbus SL or Modbus TCP and/or I/O.
Our desired protocol is MQTT or DNP3, as per end user preference.
At Central SCADA Location, we intend to use standard SCADA Software, say Siemens WinCC Advanced (TIA Portal).
Central SCADA Location may have 3 situations: Broadband Internet Connectivity with Static IP or VPN (for internet w/o Static IP) or Use of Another SIM based Router of Teltonika (with no internet)
Query:
What is the Middleware to be used to convert from MQTT/DNP3 for SCADA S/W connectivity (say through OPC)?
Is there any readymade Teltonika Router, which can directly connect to S7 1200 PLC over Profinet?. Then this PLC can be used as Bridge between such Router & SCADA PC at Central SCADA Location
