7.24.x - how to use Package Manager "Third party packages"?

I see firmware 7.24.x introduced a “Third party packages” tab to the WebUI Package Manager page. Is there any documentation on how to use that? We would like to add pyserial to the list, in the hopes that “Package Restore” would allow that to survive firmware updates.
