The device can trigger high priority events, However, if GPRS communication or the sim card is unavailable, the message will be stored in the device’s internal memory until the connection is restored. Additionally, Teltonika devices do not provide an API for triggering messages directly.

This is not a task for the tracker, but for the server to which the tracker will be connected. Check out what TRACAR offers, for example. There are many possibilities for integration with external APIs.
