RUT901, ssh login works, web interface login does not work

Hi All:

We have an RUT901 unit that was swapped out due to insect damage.

The new unit was installed and we then pushed the entire /etc/config directory up once the IPSec up up and rebooted so that all settings would come up the same as the last router.

I can ssh to it as root but when logging into the Web interface as admin, it denies me.

I did this at the ssh console:

root@CORS48:~# passwd admin
Changing password for admin
New password:
Password is the same. Use a different password
passwd: password for admin is unchanged
root@CORS48:~#

Meaning there is nothing wrong with the password for ‘admin’, so why can’t I login via the WebUI?

Any tips on how I can fix this form the ssh console?
