We are planning to install 12 Teltonika TeltoCharge EVC2 charging stations at a site with approximately 50 users.
Could you please recommend the most suitable OCPP server / charging management platform for this type of project? Our priority is a reliable system that is easy to administer.
Key requirements:
Simple user creation, editing, and removal
Clear visibility of each user’s charging sessions and energy consumption (kWh)
Detailed reporting
Stable operation with multiple chargers on one network
Scalability for future expansion
We are also planning future expansion of the charging infrastructure, so it is important that all additional chargers can be monitored and administered within the same platform.

Which platforms are most commonly chosen by your clients?
Do you have an officially recommended solution?
What are the approximate licensing costs?

I cannot recommend only one specific provider for OCPP platform services as they are all third party company offerings that means we cannot guarantee pricing or take responsibility for service quality, but we would recommend still to check wiki page above. For example Monta offers free tier solution that seems to tick all the requirement boxes that you provided. Again, I cannot provide any information regarding cost of service as we do not track this type information of third party platform. As our EVC OCPP protocol implementation is based by OCPP 1.6 protocol, most of the platform works out the box so you can choose any offering based by your requirement and price. You can even choose some free open source OCPP platforms, but it comes with some of the negative things such as requirement to host the platform somewhere yourself.
