It looks like the FMB641 device can be used with a FMS connecting cable. However, are there any OBD plugin devices which read FMS data and an FMB–>OBD cable?

Welcome to Teltonika Community Forum. 
FMB641 has a Built-in CAN that supports J1939 Protocol so you may directly connect it through FMS. However, this protocol was mostly used on Heavy Vehicles.
In this case, if you want to read CAN that reads FMS data and OBD cable you may try to look at our External CAN Adapters specifically ALLCAN300 as some vehicles it support data through FMS cable or OBD connection.
