Thank you for clarifying that 03.01.00 Rev.34_1666 is a Spec ID firmware.
However, your explanation confirms that the issue originates from the official firmware package and update procedure published by Teltonika, not from the device, the update method, or the use of any unofficial firmware.
I am an experienced technical user, and I followed the files and instructions published by Teltonika exactly.
According to Teltonika’s official Firmware Versions page, the latest recommended versions for FMC650 are:

Configurator:
1.8.26_B.FMX6_R.194

Therefore, I did not use any custom, private, modified or third-party firmware.
The Rev.34_ID1666 firmware was included by Teltonika in the official and publicly downloadable Rev.15 update package.
More importantly, the instruction file included in the same package explicitly states:
“Update to 03.01.01.Rev.15 may be rejected if the device uses an outdated bootloader. In such cases, follow the update path:
any firmware → 03.01.00.Rev.28 → (if required) 03.01.00.Rev.34_1666 → 03.01.01.Rev.15+
The bootloader patch is required only for devices with a bootloader version lower than 101.14 (65.0E).”
This instruction explicitly directs the user to install Rev.34_1666 as an intermediate step and then continue to Rev.15.
However, the instruction does not state anywhere that:
- Rev.34_1666 must only be installed or continued through FOTA WEB.
- Installing Rev.34_ID1666 through USB will cause the Configurator included in the same package to display “Not supported”.
- A private Spec ID key is required to continue the USB update.
- The Configurator included in the package is incompatible with one of the firmware files contained in that same package.
- Following the published update sequence may leave the user dependent on a Sales Manager, VIP Helpdesk or an internal tool to complete the update.
I followed the published USB update path exactly:
03.01.00 Rev.14
→ 03.01.00 Rev.28
→ 03.01.00 Rev.34_1666
Both update operations completed successfully without any error message.
The device also remains fully operational after installing Rev.34_1666. It connects to our server and continues to transmit packets normally.
Therefore:
- The device is operational.
- The intermediate firmware is running.
- The USB connection is working.
- The model, IMEI, firmware version and COM port are correctly detected.
The failure occurs specifically in the official update workflow provided in the package.
The included Configurator:
Teltonika.Configurator_1.8.26_B.FMX6_R.194.exe
does not support the following official firmware file included in the same public package:
FMX65.Ver.03.01.00.Rev.34_ID1666.e.xim
After installing it, the Configurator displays:
“Not supported”
and prevents the device from being opened or updated to Rev.15 through USB.
As a result, a user who follows Teltonika’s official package and instructions exactly is placed in a state where the USB update cannot be completed using the software supplied in that same package.
This cannot reasonably be classified as a user-specific issue or an unsupported custom use case.
It is a reproducible defect or omission in one or more of the following:
- The official firmware release package
- Configurator compatibility
- Spec ID handling
- The published firmware migration procedure
- The documentation supplied with the package
Whether the internal cause is a Configurator bug, a missing Spec ID key, an omitted utility or an intentional migration limitation is not the user’s responsibility.
Teltonika placed the Spec ID firmware inside a publicly distributed firmware-and-Configurator package and explicitly instructed users to install it, but did not provide the required software, key, warning or documented USB procedure needed to continue afterward.
Referring me to FOTA WEB, a Sales Manager or the VIP Helpdesk may provide a private workaround for this particular device, but it does not correct the defect in the publicly distributed package and does not prevent other users from encountering the same situation.
I therefore expect Teltonika to address this publicly by:

Confirming that the current public package can leave a device on Rev.34_ID1666 with the Configurator displaying “Not supported”.

Publishing a safe and documented USB recovery or migration procedure for devices that have already reached Rev.34_ID1666 by following the official public instructions.
I am not requesting the publication of unrelated internal tools.
I am requesting that Teltonika correct a defect in its publicly distributed firmware package and documentation, which currently directs users into a USB update dead end.
Please do not close this matter merely by redirecting it to a private support channel.
Please confirm that the public package, documentation and Configurator compatibility will be reviewed and corrected by the responsible Teltonika team.
