FMC130 private APN

Hi all,
we are migrating our devices to a private APN
the device connects to the APN normally - ping the device works without a problem
however, the TCP connection does not work:
10:47:05 <<AT+CIPSTART=0,“TCP”,“172.16.10.51”,5027
10:47:05 >>[205] +CME ERROR: parameters are invalid

10:53:31 >>[214] +CDNSGIP: 1,“fm.teltonika.lt”,“35.156.7.140”
10:53:31 <<AT+CIPSTART=1,“TCP”,“35.156.7.140”,5000
10:53:31 >>[205] +CME ERROR: parameters are invalid

the same SIM card with the same APN parameters works fine in a regular mobile phone
