Im looking into solution to share car for a group of people. Found Can-Control, read a lot of things, no response from Teltonika contact mail itself.
After that small research I chose to try with FMM130 and Can-Control, but while looking for bulk SIM cards I stepped on LTE-M1 info and it looks like FMC130 instead of FMM could be a safer choice. I don’t need signal in some weird or remote places - compatibility is more important. Also the „fleet” will start as dozen cars, not 100s or 1000s of cars.
The cars will be different for each case, so I plan to buy one or two sets and just check if and how well they work. Also I’m programmer, so handling APIs and SDKs won’t be an issue. Already I’ve built apps to talk with off-grid BLE devices with auth (app has to be online at some point to get keys etc.), so the only question is about if and which modules are good choice here?
Sample cars include Camaro 6th gen, Lexus LS 460 4th gen or some Octavia’s and Aurises from 2014+. Older like SECs will be connected with simple I/O pins and external electronics.

Bro bad idea to use BLE for car sharing solution (if you not try to use phone for unlock doors). Better solution will look like RF reader (2400MHz) with DIN out and RF tags on CR2430 batteries that work in dialog mode and cannot be cloned. Also you must control additional data like windows, doors for example and have ability to safely stop car in force majeure situations. Also i saw chineese remote keyfobs based on BLE with 4 buttons and Long press/Short press so 8 events in total but it is not safe solution. Also note you will need to hide original car keyfob in car and also control it power or play with additional server for pin code calculation. Maybe checking teltonika-sec products will help you.
