Setting up a site to site vpn connection

Im having difficulties setting up a site to site vpn connection over RMS. I have 4 sites, 4 routers, and 4 devices on the lan side of each router. I can configure all IP addresses of the devices, but im having trouble getting them all to communicate

For troubleshooting purposes, we will require more sensitive information from your end, such as the troubleshoot file, which may contain passwords, public IP addresses, serial numbers, and such.
