I have a RUTX12 in the latest version but the modem firmware is not up to date. I am in version EG06ELAR04A08M4G but when I request a firmware update from the server the system indicates modem update but nothing happens!

Modem update can take quite a while. Make sure you wait at least 10-20 minutes.
Secondly, make sure the device is running the latest firmware (currently RUTX_R_00.07.05.3). And lastly, try using a different WAN source for the update, as your ISP might be blocking the connection.
If none of these options help, could you clarify if the issue is present with both modems or only one of them?
