Make sure that:
The RUTX11 is running the latest firmware;
Roaming is not disabled (Network → Mobile → General → Deny data roaming - off;
Additionally, IPv6 might be causing the issues abroad. I’d suggest changing the APN to internet.telekom, and checking if you’re still having issues. Keep in mind, that both internet.telekom and internet.v6.telekom require authentication. Make sure you’ve set telekom as the username, and tm as password;
Make sure the PDP type in mob1s1a1 (SIM1) or mob1s2a1 (SIM2) is set to either IPv4/IPv6, or IPv4, as when roaming, IPv6 does not seem to be supported for wither APNs:

It’s hard to say, most likely this message appears when the internal modem reboots. Whether that was initiated by the device itself, or the modem restarted unexpectedly can only be judged from the logs.

Thank you for the logs. It seems like the device is not able to obtain an IP address from the operator, thus after trying a few times, it restarts the modem and tires again. When the issue replicates, I will ask you to log into the WebUI, and run the following command:
gsmctl -A 'AT+CEER'
And post the output in the next comment. This will hopefully provide the reason from the operator for the rejection.

I just noticed, that the device is connecting to Odido operator. Just to understand the situation better, you are currently physically located in the Netherlands, and using Deutsche Telekom SIM card, is that correct? Perhaps you could try blacklisting this operator by navigating to Network → Mobile → Network Operators?IPv4 .
