Data connection doesn’t work on new SIM card (different operator).
Router is updated to the newest firmware. Operator registers correctly.
APN both - custom from Operators site or auto - same result.
Internet connection works on my mobile phone.
I also have tried two different routers RUT950 (one with older firmware, one with the newest).

It is hard to say what the exact issue is because the device is connected to 2G. Could you please ensure that the antennas are properly attached and then try setting network type to 4G in Network → Mobile → General → Network type. Also, if possible try moving the device closer to the window.

I managed to connect to 3G with 3 bars of connection range, but the Data Connection still says “Disconnected”.
At the place where router is located, 4G is not available.

A few things:

Double-check that mob1s1a1 interface is not disabled in Network → Interfaces
-
Check if RUT950 connects with a different SIM card (from a different operator).

Ensure that the SIM card is allowed to be used with routers (like hotspot).

Insert the SIM card into the phone and check what APN it uses. Then, try setting the same APN manually on RUT950.
-
Since you have updated the firmware at some point, try restoring the device to factory defaults in System → Backup.
Also, it would be great if you could navigate to System → Administration → Troubleshoot → ‘View’ system logs and post those logs here. Before posting, make sure you hide any sensitive information, such as public IP addresses, IMEI numbers, etc.
Another option that you can consider is to update the modem. However, I suggest this as the last option. Make sure that you follow the instructions closely, as there is a chance to corrupt the modem’s firmware and it will be unusable. You can find instructions here.

I have a confirmation that this SIM card can be used in routers like that.

In this case, I would suggest trying to update the modem following the instructions provided earlier.

Would it be possible for you to maybe test it in a different location where 4G is available and then share system logs again? Because right now the device is unable to obtain an IP address. You can try switching the PDP type to IPv4/IPv6 on the mobile interface. While it’s unlikely that this will resolve the issue, it’s worth a try.
Also, could you please share a screenshot of your configurations on the mobile interface?
