I upgraded to 00.07.04.3 and after that when I try to login over HTTP, then I get the message failed to load menu data.
Tried restore factory defaults, but didn’t help.
I am able to connect through winscp and putty.

Same problem here. I just upgraded from a 6.x version and cannot login anymore. I twill fail with “failed to load menu” error. I also noticed that the admin page includes external files from jsdelivr.net, which is bad if you are offline?!

I downgraded to RUT9_R_00.07.04.3 (current factory version) via ssh “sysupgrade
” command. Which fixed the issue for me.
So my current assumption is that the new point release has some major blocking bug.
[EDIT]: I just realized that the original post is about that kind of bug with that .3 version. Sorry for kind of highjacking that thread. But its at least some additional information. Maybe its the process of doing another minor up- or downgrade which will fix the issue. Unfortunately I cannot test another upgrade to .4 now, but it may be worth it for someone still having trouble.
I went back to several previous versions. None of them did solve my issue.
The hexdump from my device does not contain any product identification, like yours has, so I expect this to be my issue.
Is there a way to get my device operational again?

Same thing here. On upgrade to RUT9_R_00.07.04.4 I was unable to login via web. Would get an XMLHttpRequest timeout at 5s and the web gui would give up. Was able to login via ssh and kick off a downgrade to the .3 point release.
Echoing what was said that loading javascript from an external website is not the best as this kinda device will get accessed without an internet connection from time to time.
