We have many RUT241 units running in a counter network.
In many of them it is not possible to give sms-comands.
Also when we see that they online (we can ping the sim-card or have
internet connection) it is not possible to reach them by SMS.
In some cases we would need this urgent to activate RMS.
Also your telephone support could not help us.
What can be the reason for this? What can we do?

Could you clarify which firmware version is currently running on the devices? I recommend updating to at least the latest stable release: RUT241 Firmware Downloads - Teltonika Networks Wiki
Are you certain that the SIM cards used in the routers support SMS functionality? If possible, please test them in another device (for example, a mobile phone) to verify whether SMS messages can be sent and received.
Next, please navigate to Services → Mobile Utilities → Messages and check whether the SMS messages sent to the SIM card are visible there.
If you can see the received messages, go to Services → Mobile Utilities → SMS Utilities and verify that the relevant SMS rules are enabled (they are enabled by default).
You may also try enabling VoLTE to see if it resolves the issue. To do this, navigate to Network → Mobile → Connection and set VoLTE to On .
