Is the Modem RUT241 ESIM Global, Teltonika Part no. RUT241230000 working in China?
I only found the overview for certificate …
… but not which country the modem will work.

In the link you provided, RUT241 certificates for CHINA as you can see is empty. This indicates that the certificates for the device are not present, and it is not certified to be used in that country.
Hardware wise, I can see that some common mobile bands used are : B1, B3, B8, B39, B41.
RUT241230000 product code supports all these bands. So the device will physically be able to connect to the provided bands.
