Rut 950 - Cannot access interface - Slow speeds

Hi. Having problems with my internet speed and can no longer access Teltonika interface at 192.168.1.1 to try and solve. We run an EE SIM card in our Rut 950 router that is housed on our roof. Since we had our electricity smart meter installed on Friday our speeds have been slow to non existent. Not sure if it’s a coincidence or not. Either way, I’ve been trying to access the Teltonika interface and make sure my setting are as they were (IPV6 was something that was always a problem), but cannot get access. I’ve rebooted via the interface on my phone, installed new firmware, unplugged (unfortunately cannot access the router as it’s on the roof), but as I now cannot access the 192.168.1.1 interface on my phone or laptop, Im lost of how to resolve. We have a very slow speeds (under 1mb), unfortunately have very limited technical knowledge as it was set up by a specialist who has now gone AWOL. Any ideas. Ive been reading about boot loader but I have no access to the router without scaffold.

It seems like in your instance only Mobile utilities may be of help. If you know the device’s Sim card phone number, you can send a text message with a certain command to it. More info : RUT950 Mobile Utilities - Teltonika Networks Wiki

In your instance, you may benefit from these commands (Remember to type in device password, then a space, and then the command) :
reset_conn
reboot
restore (This will restore the device to factory settings, and should be considered as the last message to be sent)
fw_upgrade (This will upgrade the device to the newest firmware, and should be considered as one of the last messages to be sent)
mobileoff
mobileon

If you are unable to achieve a satisfactory performance from the device, you may need to initiate a local connection to it.
