RMS connectivity + public IP/private static

Hi all,
I just have a couple of questions RE RMS connectivity.

I have a trb245 and the connection to the RMS is very sporadic for example it will drop connection to the RMS for upwards of 6 hours at a time, power cycling fixes the issue for a short amount of time.

I suspect the issue is caused by my isp assigning a new IP address to the device.

My question is this:
Could that be the cause of the dropping? and must I have a public IP or can I use a private static IP address?

My needs are Serial connection and data to server - sending MQTT data to a third party.
And device monitoring with the RMS service.
